Mexico's poor human rights report cards keep piling up. The country's human rights commission found that half of the national penitentiaries it analyzed are run by inmates, who control their jail-mates using violence, reports El País. The piece compares the situation to that of a black hole about to collapse, and notes that repeated promises to reform the system, which houses 250,000 inmates, have stalled for years.
