Effectively an article by Will Freeman on April 6, 2023, say that, but it's wrong. It was not the Inter-American COURT of Human Rights but the Inter-American COMMISSION of Human Rights that vivited Argentina during the dictatorship. And it was not in 1978 but in 1979. If you google up "CIDH" and "Argentina," you will find many materials on that visit of enormous importance.
